New terror strategy: Secret coercive measures must keep up with technology development – New Technology

       

According to Säpo has up to 300 people traveled from Sweden to join the terrorist organization IS. Terror trips have ended with that 40 people died during or in connection with the conflict.

Minister Anders Ygeman (S) today announced the Government’s new Terrorism Strategy, at a press conference in Rosenbad.

He began by recalling the attacks and acts that have taken place or planned close to Sweden such as Anders Behring Breivik’s attacks in Norway, the planned action against Jyllands-Posten, and if the incident on Drottninggatan in Stockholm when a man blew himself to death.

Since 2010, the rate in terms of terrorist threats increased in Sweden. The government now wants to move on, and entrusts the police and the Security Service to work in line with the new strategy. The latter is divided into three blocks: prevention and aggravating measures.

Here are some of the proposed new measures:

  • Terror Travel, training and collection of financial resources to be used for or to prepare terrorist acts to be criminalized in the fall.
  • Today’s secret surveillance , such as wiretapping of landlines, reviewed in a government report, in the light of technological developments and the emergence of other platforms that are used to communicate.
  • Security Service, Must and FRA should get easier for IT secrecy among themselves, to exchange digital information, within the framework of the NCC; National Center for terrorhotbedömning. Today to get these simply exchange information via paper.
  • The digital development increases the vulnerability of society. The Government therefore wants to make it mandatory for government authorities to report cyber incidents, and that a new system is set up for this.
  • The penalties for smuggling weapons , grenades and explosives substances should be tightened up – and control of substances that can be used to make bombs, will increase.
  • In addition, opportunities abusing Swedish passport suppressed. The biometric information on fingerprints and face shape which is embedded in passports should be greater beasts today used to verify that someone is not borrowed or rented a passport.
  • National Task Force to be able to get the support of task forces in other countries.
  • A text messaging service to be introduced to warn people with cell phones in a certain area. It requires, however, a change in the law on the police to obtain information from the operators about the people staying near mobile masts in emergency situations.
  • The police will increasingly can take the help of the Armed Forces during attacks . It can be for example to take the help of helicopters and special forces.

Anders Ygeman expects to put forward some of the proposals before Parliament this autumn. While some measures banning terrorist travel should be introduced before the Christmas break
